Subject Brass or steel

I am having trouble enameling to brass or steel. I have tried the thompson enamels (labeleled as brass enamels) for both, and am having no luck. The enamels either do not form smoothly, like I have oily parts, or it doesn't adhere at all popping off as it cools. Any suggestions. Thank you very much for your help in advance.
